Sneaky character is sneaky... but even Fisher needs his limits. This is a permission post for you guys to fill in and tell me where his limits lie.
Snooping: Would Fisher have access to trace conversations or information in older threads? For hacking locked or private post, I'll ask, but this is just for threads that aren't locked or private.
Sneaking: Sam is an intelligence gatherer who not only uses technology as a way to learn about his objective, but he's able to gather information from up close and personal. Would the character be able to sneak around scenes when present in the target's world? Again, not locked or private threads. For those, I always ask.
Intuition: Years of experience, interrogating dangerous terrorists and others have given Sam the ability to read people pretty well by their reactions, expressions and actions. Like picking a twitch from the fingers of someone that would allow him to understand that said person is nervous enough to answer a question he made and moving into deeper grounds that surprisingly hit the spot until his target speaks away his/her thoughts. Would he able to do read your character?
Flirting: He's sneaky... in more than one way. He has his limits though, likes and dislikes. But just in case, I have to ask.

Sneaking: Yes/limited (Greed's base has a fairly close knit group of ex-military special ops. living with him, but it's also a semi-public bar.)

As for the flirting, I doubt he'll flirt with Greed, but I just had to make the open general question just in case. Also it helps me to get an idea of the character that Sam interacts with.

Sneaking: It'd certainly be possible, but keep in mind that a) Shelly is an assassin and would fight off an intruder very effectively, b) York is an FBI agent and might not take it too kindly and c) Scratch is near omniscient and omnipotent. Scrooge is fair game for comic-like shenanigans, though.
Intuition: Yes for Scrooge; York and Shelly are somewhat harder to read and Scratch would be considerably difficult.
Flirting: Well, er, sure. But Shelly's an assassin, Scrooge is a duck, York is socially uneducated and Scratch has a cue ball for a head, so do you really want to? 8|

Sneaking: Slayers takes place in a medieval world, so Fisher might stand out a little (when it comes to attire and technology). He'll probably be able to sneak and do recon on the average human, but he might have trouble with the other races. Xelloss, a demon, would notice his presence right away.
Intuition: Sort of. Xelloss is ... tricky.
Flirting: Y
Though I'd like to add that since magic use is very common where Xelloss comes from (particularly in the area he comes from), Fisher might run into traps or detection systems that are ... well, magical. But that's pretty arbitrary stuff anyway, and can be talked over in advance. ... Yeah.
